CONTRACTS
AIR FORCE
Flight Safety Services Corporation, Littleton, Co., is being
awarded a $14,469,677 face value increase to a firm fixed price
contract to provide for FY 1997 maintenance and training services
in support of the Aircrew Training System for the C-5 aircraft.
Contract is expected to be completed September 1997. Contract
funds will not expire at the end of the current fiscal year.
Ogden Air Logistics Center, Hill AFB, Utah, is the contracting
activity (F33657-84/C-00141, P00181).
ARMY
Grumman Aerospace Corp., Great River, NY., is being awarded
a $17,013,546 delivery order of a firm-fixed-price contract for
six base shop test facilities (BSTF), a tactical system that
provides direct maintenance support to weapon system users, and
two sets of commercial equivalent equipment (CEE), a non-tactical
commercial verson of the BSTF that is used at depot level for
development and maintenance of weapons system test program sets
(TPS'S). Work will be performed in Rolling Meadows, Ill. (54%);
Benton Park, Pa. (17%); Clarksburg, W.Va. (15%); and Great River,
N.Y. (14%), and is expected to be completed by Jan. 31, 1999. Of
the total contract funds, $1,591,789 will expire at end of the
current fiscal year. This is a sole source contract initiated on
Oct. 24, 1995. The U. S. Army Missile Command, Redstone Arsenal,
Ala., is the contracting activity (DAAH01-96-D-0019).
Silverton Construction, El Paso, Texas, is being awarded a
$10, 447,000 firm-fixed-price contract for construction of two
standard design tactical equipment shops, an organizational
maintenance shop and direct support maintenance shop, a fuel
dispensing facility, oil storage building, sentry station,
pavement, site improvements, utilities, physical security, and
information systems for the Theater High Altitude Area Defense
(THAAD) system. Work will be performed at Fort Bliss, Texas, and
is expected to be completed by Jan. 20, 1998. Contract funds
will not expire at the end of the current fiscal year. There
were 31 bids solicited on Sep. 22, 1996, and 7 bids received.
The U.S. Army Corps of Engineers, Fort Worth, Texas., is the
contracting activity (DACA63-96-C-0004).
CIVIL WORKS - NON MILITARY
Sevenson Environmental Services, Niagara Falls, N.Y., is
being awarded a $16,554,890 task order of a firm-fixed-price
contract to provide remedial action for Phase I and II of
Operable Unit at the U.S. Radium Site, Essex County**, N.J. Work
will be performed in New Jersey, and is expected to be completed
by Jan. 9, 1998. Contract funds will not expire at the end of the
current fiscal year. The U.S. Army Corps of Engineers, Kansas
City, Mo., is the contracting activity (DACW41-94-D-9012).
NAVY
Sea-Land Services, Incorporated, Falls Church, Va., is being
awarded a $22,741,115 indefinite delivery, indefinite quantity
contract to provide U.S. flag commercial, intermodal, container
service for items that will be sold in U.S. commissary stores.
Work will be performed at various points throughout the
continental United States to specific destinations in the United
Kingdom and Northern Europe, and is expected to be completed by
November 1997. Contract funds will not expire at the end of the
current fiscal year. This contract was competitively procured
with two proposals solicited and one offer received. The Joint
Traffic Management Office, Falls Church, Va., is the contracting
activity (N62387-97-C-9700).
Science Applications International Corporation, San Diego,
Ca., is being awarded a $6,304,832 indefinite delivery,
indefinite quantity cost-plus-fixed-fee pricing contract for
engineering support services for surveillance and security
systems at Naval Command, Control and Ocean Surveillance Center,
Research and Development (NRAD). This contract contains options
which, if exercised, will bring the cumulative value to
$10,676,437. Work will be performed in San Diego, Calif., and is
expected to be completed by November 1999. Contract funds will
not expire at the end of the current fiscal year. This contract
was competitively procured with 107 proposals solicited and two
offers received. The Naval Command, Control and Ocean
Surveillance Center RDT&E Division, San Diego, Calif., is the
contracting activity (N66001-97-D-5016).
The Chas. H. Tompkins Company, Washington, DC, is being
awarded a $9,150,000
firm-fixed-price contract for the construction of a new five
level open parking facility and all incidental related work at
the Washington Navy Yard. Work will be performed in Washington,
DC, and is expected to be completed by June 1998. Contract funds
will not expire at the end of the current fiscal year. This
contract was competitively procured with 130 proposals solicited
and five offers received. The Engineering Field Activity
Chesapeake, Naval Facilities Engineering Command, Washington, DC,
is the contracting activity (N62477-94-C-0141).
Lockheed Martin Corporation, Electronic and Missiles
Systems, Orlando, Fla, is being awarded a $40,258,751
modification to previously awarded contract N00019-95-C-0251 to
exercise an option for the procurement of 10 Low Altitude
Navigational Targeting Infrared for Night (LANTIRN) Targeting
Systems, integration, installation, technical documentation,
engineering services, required spares, and logistics support for
the F-14 aircraft. Work will be performed in Orlando, Fla., and
is expected to be completed by November 1997. Contract funds
would not have expired at the end of the current fiscal year.
This contract was not competitively procured. The Naval Air
Systems Command, Arlington, Va., is the contracting activity.
Southwest Marine Incorporated, San Diego, Calif., is being
awarded a $10,361,269 firm-fixed-price contract for the Regular
Overhaul (ROH) of USS Chancellorsville (CG 62). Work will be
performed in San Diego, Calif., and is expected to be completed
by December 1997. Contract funds in the amount of $9,409,967
will expire at the end of the current fiscal year. This contract
was competitively procured with three proposals solicited and two
offers received. The Naval Sea System Command, Arlington, Va.,
is the contracting activity (N00024-92-H-8030).
BBN Systems & Technologies, a Division of BBN Corporation,
Cambridge, Mass., is being awarded a $9,787,654 indefinite
delivery/indefinite quantity, cost-plus-fixed-fee pricing
contract for engineering analysis and technical services in
support of the Weapons Analysis Facility, Naval Undersea Warfare
Center, Newport, R.I. Work will be performed in Cambridge, Mass.
(85%), and Newport, R.I. (15%), and is expected to be completed
by November 2001. Contract funds in the amount of $243,000 will
expire at the end of the current fiscal year. This contract was
not competitively procured. The Naval Undersea Warfare Center
Division, Newport R.I., is the contracting activity (N66604-97-D-
0412).
TECHMATICS, Incorporated, Fairfax, Va., is being awarded a
$5,045,061 cost-plus-
fixed-fee level-of-effort contract for Configuration Management
and Information Management Systems Support for the Combat Systems
Configuration Management Branch at the Naval Surface Warfare
Center, Dahlgren, Va. Work will be performed in Dahlgren, Va.
(80%), Bath, Maine (10%), and Pascagoula, Miss. (10%), and is
expected to be completed by September 1997. O&MN contract funds
(first increment of $100,000) will expire at the end of the
current fiscal year. This contract was competitively procured
with 65 proposals solicited and two offers received. The Naval
Surface Warfare Center, Dahlgren Division, Dahlgren, Va., is the
