DEFENSE LOGISTICS AGENCY
BHP Petroleum Americas Refining, Inc., Honolulu, Hawaii, is
being awarded a $6,143,006 fixed price with economic price
adjustment contract for midgrade and regular unleaded mogas; high
and low sulfur diesel fuel #2; and commercial jet A gasoline.
Forty three proposals were solicited and nine were received.
Work will be performed in Oahu and Hawaii, Hawaii, and is
expected to be completed by Dec. 31, 1998. Funds will not expire
at the end of the fiscal year. The Defense Fuel Supply Center,
Fort Belvoir, Va., is the contracting activity (SP0600-97-D-
1260).
The Johns Hopkins University, Baltimore, Md., is being
awarded a $10,448,809 cost-reimbursement contract for
establishment and operation of the DoD Chemical Propulsion
Information Analysis Center. Forty six proposals were solicited
and one was received. Work will be performed in Columbia, Md.,
and is expected to be completed by Nov. 27, 1999. Funds will not
expire at the end of the fiscal year. The Defense Supply Center
Columbus, Columbus, Ohio, is the contracting activity (SPO700-97-

Speciality Plastics Products of PA, Dunmore, Pa., is being
awarded a $6,243,648 firm fixed price contract for combat vehicle
crewman helmet shell. Twenty three proposals were solicited and
four were received. Work will be performed in Jefferson City,
Tenn., and is expected to be completed by September 1997. Funds
will not expire at the end of the fiscal year. The Defense
Personnel Support Center, Philadelphia, Pa., is the contracting

ARMY
Olin Ordnance, St. Petersburg, Fla., is being awarded a
$57,149,000 modification to a firm fixed price multi-year
contract for 3,065 M831A1 and 6,657 M865 120mm tank ammunition
rounds for Saudi Arabia. Work will be performed at the Iowa Army
Ammunition Plant, Middletown, Iowa, and is expected to be
completed by Sept. 30, 1999. Contract funds will
not expire at the end of the current fiscal year. There were two
bids solicited on June 30, 1994, and two bids received. The
contracting activity is the U.S. Army Armament, Munitions and
Chemical Command, Rock Island, Illinois (DAAA09-95-C-0036).
Alliant Techsystems Inc., Hopkins, Minn., is being awarded a
$108,747,344 modification to a firm fixed price multi-year
contract for 120mm tank ammunition for Saudi Arabia - the M831A1
TP-T 120mm cartridge and the M865 TPCSDS-T 120mm cartridge. The
M831A1 is the high explosive training round and the M865 is the
kinetic training round, with both rounds having inert
projectiles, which are used for live fire training for M1A1/M1A2
tanks. The quantities procured are 66,647 M831A1's and 151,795
M865's. Also procured is the service of the technical data
package maintenance for the 120mm rounds. Work will be performed
at the Iowa Army Ammunition Plant, Middletown, Iowa, and is
expected to be completed by Sept. 30, 1999. Contract funds will
not expire at the end of the current fiscal year. There were two
bids solicited on June 30, 1994, and two bids received. The
contracting activity is the U.S. Army Armament, Munitions and
Chemical Command, Rock Island, Illinois (DAAA09-95-C-0037).
Swinerton & Walberg Co., Arvada, Colo., is being awarded an
$11,244,000 increment of a firm fixed price multi-year contract
for construction of a Space Based Infrared System/Mission Control
Station at Buckley Air National Guard Base. This facility will
be a mission processing center housed in a one-story structure of
approximately 4,800 square meters. This is to be a secure
facility constructed within an existing high security compound.
Facility construction consists of precast concrete panels
attached to a structural steel framing, built-up roof materials
over steel decking and joists, and state-of-the-art
electrical/mechanical systems. Work will be performed at the
Buckley Air National Guard Base, Colo., and is expected to be
completed by May 30, 1998. Contract funds will not expire at the
end of the current fiscal year. There were 124 bids solicited on
Oct. 3, 1996, and two bids received. The contracting activity is
the U.S. Army Corps of Engineers, Omaha, Neb. (DACA45-97-C-0013).
Raytheon Co., Bedford, Mass., is being awarded a $9,523,710
firm fixed price letter contract as part of a $19,049,000
contract for remote launcher/communications enhancement upgrade
kits and initial spares. Work will be performed in Andover,
Mass., and is expected to be completed by Dec. 31, 1997.
Contract funds will not expire at the end of the current fiscal
year. This is a sole source contract initiated on April 10,
1996. The contracting activity is the U.S. Army Missile Command,
Redstone Arsenal, Ala. (DAAH01-97-C-0048).
ITT Corp., Aerospace/Communications Div., Ft. Wayne, Ind.,
is being awarded a $7,350,000 increment as part of a $10,672,280
modification to a $38,102,037 cost plus fixed fee contract for
Single Channel Ground and Airborne Radio System (SINCGARS)
engineering field support services, FY97, Option II. Work will
be performed in Ft. Wayne, Ind., and is expected to be completed
by Dec. 31, 1997. Contract funds will not expire at the end of
the current fiscal
year. This is a sole source contract initiated on June 22, 1994.
The contracting activity is the U.S. Army Communications and
Electronics Command, Ft. Monmouth, N.J. (DAAB07-95-C-C501).
General Dynamics Land Systems, Tallahassee Operations,
Tallahassee, Fla., is being awarded a $7,700,000 increment of a
$9,957,365 modification to a $28,954,827 cost plus fixed fee
contract for Single Channel Ground and Airborne Radio System
(SINCGARS) engineering field support services, CY97, Option II.
Work will be performed in Tallahassee, Fla., and is expected to
be completed by Dec. 31, 1997. Contract funds will not expire at
the end of the current fiscal year. This is a sole source
contract initiated on Aug. 24, 1994. The contracting activity is
the U.S. Army Communications and Electronics Command, Ft.
Monmouth, N.J. (DAAB07-95-C-C251).
BALLISTIC MISSILE DEFENSE ORGANIZATION
SRS Technologies, Arlington , Va., is being awarded a
$9,164,460 cost-plus-award fee contract for support for the
Commanders' in Chief Theater Missile Defense (TMD) Assessment
program. Work will be performed in Arlington, Va. The contract
has a two-year base period of performance with three one-year
options. The total value of the contract, including all options,
is $23,183,067. This contract was competitively procured with 33
proposals solicited and four offers received. The Ballistic
Missile Defense Organization is the contracting activity (HQ0006-
97-C-0005).
NAVY
International Technology Corporation, Martinez, Calif., is
being awarded a $1,899,928 modification to previously awarded
contract N62474-93-D-2151 for environmental remedial action to
provide for time critical removal action as outlined in the
implementation work plan documents at Installation Restoration
(IR) Site IR-18, the Storm Drainage System at Naval Air Station,
Alameda, Calif. The basic total contract amount is not to exceed
$200,000,000 which includes the base year and four one-year
options. Work will be performed in Alameda, Calif., and is
expected to be completed by January 1997. Contract funds will
not expire at the end of the current fiscal year. The
Engineering Field Activity West, Naval Facilities Engineering
Command, San Bruno, Calif., is the contracting activity.
Actus Corporation/Sundt Corporation (a joint venture), Napa,
Calif., is being awarded a $19,100,00 firm-fixed-price contract
to provide for the design and construction of 260 family housing
units to be repaired and modified at Pearl City Peninsula, Pearl
Harbor, Hawaii. This contract contains options which, if
exercised, will bring the cumulative value of the contract to
$31,350,000. Work will be performed on Pearl City Peninsula,
Oahu, Hawaii, and is expected to be completed by May 1999.
Contract funds will not expire at the end of the current fiscal
year.

Sverdrup/Selco (a joint venture), Costa Mesa, Calif., is
being awarded a $16,695,125 firm-fixed-price contract which
provides for the Admiral Hartman Whole House Revitalization,
Phase II and III, Hartman Community Center and Chesterton
Community Center, San Diego, Calif. Work will be performed in
San Diego, Calif., and is expected to be completed by May 1999.
Contract funds will not expire at the end of the current fiscal
year. This contract was competitively procured with 400
proposals solicited and five offers received. The Naval
Facilities Engineering Command, Southwest Division, San Diego,

Douglas E. Barnhart, Incorporated, San Diego, Calif., is
being awarded a $15,951,159 firm-fixed-price contract for
construction of a ship maintenance facility at Naval Air Station,
North Island, Coronado, Calif. Work will be performed in
Coronado, Calif., and is expected to be completed by June 1998.
Contract funds will not expire at the end of the current fiscal
year. This contract was competitively procured with 60 proposals
solicited and three offers received. The Naval Facilities

Honeywell, Incorporated, Clearwater, Fla., is being awarded
an $8,733,366 fixed-price- incentive contract to provide failure
verification, test, repair and recertification, and delivery
of Size 10 Pendulous Integrating Gyroscopic Accelerometers (PIGA)
for the TRIDENT MK-6 Guidance System. Work will be performed in
Clearwater, Fla., and is expected to be completed by March 1999.
Contract funds in the amount of $6,244,494 would have expired at
the end of the current fiscal year. This contract was not
competitively procured. The Navy's Strategic Systems Programs,
Arlington, Va., is the contracting activity (N00030-97-C-0017).
Lockheed Martin Corporation, Ocean, Radar & Sensor Systems,
Syracuse, N.Y., is being awarded a $12,122,454 modification to
previously awarded contract N00024-96-C-6216 for program
operation and systems support for the AN/BSY-2(V) Submarine
Combat System (SCS) and its attendant subsystems. Work will be
performed in Syracuse, N.Y., and is expected to be completed by
December 1997. Contract funds in the amount of $245,818 will
expire at the end of the current fiscal year. The Naval Sea
Systems Command, Arlington, Va., is the contracting activity.
Grumman Aerospace Corporation, Bethpage, Long Island, N.Y.,
is being awarded a $14,767,203 ceiling-priced-order against a
basic ordering agreement for the procurement of follow-on spares
to support the French E-2C aircraft program under the Foreign
Military Sales (FMS) Program. Work will be performed in
Bethpage, N.Y., and is expected to be completed by
December 1999. Contract funds would not have expired at the end
of the current fiscal year. This contract was not competitively

AIR FORCE
Northrop Grumman Corporation, Melbourne, Fla., is being
awarded an $11,906,658 face value increase to a firm fixed price
contract to provide for FY 1997 Interim Contract Support for the
Joint Surveillance Target Attack Radar System (JSTARS) Prime
Mission Equipment. The work will be performed at Northrop
Grumman facilities in Melbourne, Fla. (30%), and Norwalk, Conn.
(46%). Contract funds will not expire at the end of the current
fiscal year. Warner Robins Air Logistics Center, Robins AFB,
Ga., is the contracting activity (F09603-96/C-0005, P00015).
Hughes Missile Systems Company, Tucson, Ariz., is being
awarded an $11,471,654 face value increase to a time and
materials contract to provide for technical support for
production of the Advanced Medium Range Air-to-Air Missile.
Contract is expected to be completed December 1997. Contract
funds will not expire at the end of the current fiscal year.
Approximately 3% of this effort supports foreign military sales
to Turkey, Spain, Korea, Belgium, Norway, Switzerland, Finland,
Denmark, Germany, Netherlands, and Greece. Aeronautical Systems
