CONTRACTS
DEFENSE LOGISTICS AGENCY
Doughtie's Foods, Inc.*, Portsmouth, Va., is being awarded
an estimated $19,400,000 firm fixed price indefinite quantity
contract for full line food distribution. Fifty seven proposals
were solicited and seven were received. Work is expected to be
completed by Jan. 25, 1998. Funds will not expire at the end of
the fiscal year. The Defense Personnel Support Center,
Philadelphia, Pa., is the contracting activity (SP0300-97-D-
2900).
National Apparel*, Montgomery, Ala., is being awarded a
$5,398,320 firm fixed price contract for expandable frame type
tents. One proposal was solicited and one was received. Work
will be performed in Burnsville, Miss., and is expected to be
completed by Aug. 2, 1998. Funds will not expire at the end of
the fiscal year. The Defense Personnel Support Center,
Philadelphia, Pa., is the contracting activity (SP0100-97-C-

ARMY
Primex Technologies (formerly Olin Corp.), Marion, Ill., is
being awarded a $12,278,365 firm fixed price contract for 429,500
20mm PGU-27/B cartridges and 878,000 20mm PGU-28/B cartridges.
Work will be performed in Marion, Ill., and is expected to be
completed by Dec. 31, 1997. Contract funds will not expire at
the end of the current fiscal year. This is a sole source
contract initiated on Aug. 27, 1996. The contracting activity is
the U.S. Army Armament, Munitions and Chemical Command, Rock
Island, Ill. (DAAA09-97-C-0016).
Sikorsky Aircraft Corp., Stratford, Conn., is being awarded
a $38,409,906 modification to a firm fixed price multi-year
contract for seven UH-60L Black Hawk helicopters for the country
of Columbia. Work will be performed in Stratford, Conn., and is
expected to be completed by June 30, 1997. Contract funds will
not expire at the end of the current fiscal year. This is a sole
source contract initiated on Dec. 4, 1996. The contracting
activity is the U.S. Army Aviation and Troop Command, St. Louis,
Mo. (DAAJ09-92-C-0004).
Allied Signal Engines, Stratford, Conn., is being awarded an
$8,000,000 modification to a cost plus fixed fee/firm fixed price
contract for 64 Service Life Extension (SLE) overhauls for the
AGT 1500 turbine engine, 56 sets of SLE overhaul parts, and 140
2nd Stage Turbine Nozzles. Work will be performed in Stratford,
Conn. (90%); and Phoenix, Ariz. (10%), and is expected to be
completed by May 30, 1997. Contract funds will not expire at the
end of the current fiscal year. This is a sole source contract
initiated on May 18, 1995. The contracting activity is the U.S.
Army Tank-automotive & Armaments Command, Warren, Mich. (DAAE07-
95-C-A005).
CIVIL WORKS - NON MILITARY
Soletanche-Inquip, a joint venture, Marysville/Yuba City,
Calif., is being awarded a $3,226,880 increment as part of a
$5,342,500 firm fixed price (continuing contract) contract for
the Sacramento River Flood Control, Phase II, Levee
Reconstruction Contract 2A. Work will be performed in
Marysville/Yuba City, Calif., and is expected to be completed by
Jan. 31, 1998. Contract funds will not expire at the end of the
current fiscal year. There were 31 bids solicited on Aug. 13,
1996, and four bids were received. The contracting activity is
the U.S. Army Corps of Engineers, Sacramento, Calif. (DACW05-97-C-
0042).
AIR FORCE
Northrop Grumman Corporation, El Segundo, Calif., was
awarded on January 23, a $7,453,955 firm fixed price contract to
provide for installation of Global Positioning System/Inertial
Navigation Systems in nine RF-5E aircraft. Contract is expected
to be completed March 1998. Contract funds will not expire at
the end of the current fiscal year. There was one firm solicited
and one proposal received. Solicitation began August 1996;
negotiations were completed December 1996. This effort supports
foreign military sales to Saudi Arabia. San Antonio Air Logistics
Center, Kelly AFB, Texas. is the contracting activity (F04606-
97/G-0002, SA01).
BDM Federal, Inc., McLean, Va., was awarded on January 23,
an $18,728,682 face value increase to a firm fixed price contract
to provide for 400 contractor personnel to support the Royal
Saudi Air Force in developing, implementing, and maintaining
logistics, supply, computer, reconnaissance, intelligence and
engineering plans and programs. The work will be performed at
BDM Enterprise Management Services Contract is expected to be
completed April 1997. Contract funds will not expire at the end
of the current fiscal year. Aeronautical Systems Center, Wright-
Patterson AFB, Ohio, is the contracting activity (F33600-94/C-
0178).
Nichols Research Corporation, Huntsville, Ala., is being
awarded a $14,045,435 face value increase to a cost plus award
fee contract to provide for engineering, analysis and design
support for the Air Force Ballistic Missile Defense Program
Office. This effort will focus on sensors, weapons, battle
management and command, control and communication systems. The
work will be performed at Nichols Research Corporation, El
Segundo, Calif. Contract is expected to be completed January
1999. Contract funds will not expire at the end of the current
fiscal year. Space and Missile Systems Center, Los Angeles AFB,
Calif. is the contracting activity (F04701-93/C-0010, P00104).
Lockheed Martin Corp., Baltimore, Md., is being awarded a
$15,308,662 firm fixed price contract to provide for overhaul of
115 (estimated quantity) thrust reversers applicable to the C-5
aircraft. Contract is expected to be completed January 1998.
Contract funds will not expire at the end of the current fiscal
year. There were 32 firms solicited and 6 proposals received.
San Antonio Air Logistics Center, Kelly AFB, Texas is the
contracting activity (F41608-97/D-0169).
NAVY
Kollsman, Incorporated, Merrimack, N.H., is being awarded an
$8,044,244 firm-fixed-price order under a basic ordering
agreement for 13 telescopic sight units, which are major
components of the Night Targeting System used on AH-1W Cobra
Helicopters. Work will
be performed in Nashua, N.H., and is expected to be completed by
May 1998. Contract funds will not expire at the end of the
current fiscal year. This contract was not competitively
procured. The Naval Inventory Control Point, Philadelphia, Pa.,
is the contracting activity (N00383-95-G-010G) (Order 0013).
