CONTRACTS
DEFENSE LOGISTICS AGENCY
Onyx Petroleum*, Gainesville, Ga., is being awarded a
$8,582,679 fixed price with economic price adjustment contract
for motor gasoline, distillate diesel fuel and heating oil.
Three hundred twenty four sealed bids were solicited and sixty
six were received. Work will be performed in Alabama, Arkansas,
Florida, Georgia, Louisiana, Missouri, North Carolina, and South
Carolina, and is expected to be completed by April 30, 2000.
Funds will not expire at the end of the fiscal year. The Defense
Fuel Supply Center, Fort Belvoir, Va., is the contracting
activity (SP0600-97-D-4042).
ARMY
Williams Swinterton Construction, Houston, Texas, is being
awarded an $8,541,000 firm fixed price contract for construction
of a Consolidated Logistics Complex. The project consists of
approximately 136,000 sq. feet of concrete and steel and will
consist of a warehouse facility containing administrative spaces,
specialized storage, and special use spaces such as packing and
crating. Effort will also include a parking lot, support
utilities, and construction of a few small outbuildings. Work
will be performed at Sheppard Air Force Base, Texas, and is
expected to be completed by April 1, 1998. Contract funds will
not expire at the end of the current fiscal year. There were 51
bids solicited on Dec. 2, 1996, and eight bids were received.
The contracting activity is the U.S. Army Corps of Engineers,
Tulsa, Okla. (DACA56--97-C-0030).
NAVY
ECI General Contractors, Inc.,* Seattle, Wash., is being
awarded a $5,060,100 firm-fixed-price contract for aircraft
parking apron alterations and hangar modifications at the Naval
Air Station Whidbey Island, Oak Harbor, Wash. Work will be
performed in Oak Harbor, Wash., and is expected to be completed
by May 1998. Contract funds will not expire at the end of the
current fiscal year. This contract was competitively procured
with 151 proposals solicited and ten offers received. The
Engineering Field Activity Northwest, Naval Facilities
Engineering Command, Poulsbo, Wash., is the contracting activity
(N44255-96-C-0193).
OHM Remediation Services Corp., Findlay, Ohio, is being
awarded a $1,216,000 modification to previously awarded contract
N68711-93-D-1459 for environmental remedial action at the Naval
Air Weapons Center, Point Mugu, Calif. The basic total contract
amount
is not-to-exceed $250,000,000. Work will be performed in Point
Mugu, Calif., and is expected to be completed by April 1998.
Contract funds will expire at the end of the current fiscal year.
The Naval Facilities Engineering Command, Southwest Division, San
Diego, Calif., is the contracting activity.
Hughes Missile Systems Co., Tucson, Ariz., is being awarded
a $9,779,500 modification to previously awarded contract N00024-
95-C-5406 for engineering support to MK-15 PHALANX Close-In
Weapons Systems production. This contract combines purchases for
the U.S. Navy (47%) and the governments of Japan (25%), Great
Britain (12%), Taiwan (12%),
and Australia (4%) under the Foreign Military Sales (FMS)
Program. Work will be performed
in Tucson, Ariz., and is expected to be completed by September
1997. Contract funds will not expire at the end of the current
fiscal year. The Naval Sea Systems Command, Arlington, Va.,
is the contracting activity.
Bell-Boeing Joint Program Office, Arlington, Va., is being
awarded a $41,479,573 modification to previously awarded contract
N00019-93-C-0006 for the design, development, manufacture, and
delivery of one V-22 Naval Aviation Maintenance Trainer Suite.
Work will
be performed in Tampa, Fla. (80%), Ridley Park, Pa. (15%), and
Fort Worth, Texas (5%), and is expected to be completed by
February 2002. Contract funds would not have expired at the end
of the current fiscal year. The Naval Air Systems Command,
Arlington, Va., is the contracting activity.
Raytheon E-Systems, Richardson, Texas, is being awarded an
$18,485,999 firm-fixed-price contract to procure one Frequency
Surveillance System (FSS) for the U.S. Army. Work will be
performed in Richardson, Texas, and is expected to be completed
by November 2000. Contract funds would not have expired at the
end of the current fiscal year. This contract was competitively
procured with 47 proposals solicited and one offer received. The
Naval Air Warfare Center Training Systems Division, Orlando,
Fla., is the contracting activity

AIR FORCE
General Electric Company, Cincinnati, Ohio, is being awarded
a $9,889,500 face value increase to a indefinite
delivery/indefinite quantity contract to procure 95 warranties
for the F110-GE-129 engine in a Foreign Military Sales action for
the Peace Onyx II F-16 program for Turkey. Contract funds will
not expire at the end of the current fiscal year. This effort
supports foreign military sales to Turkey. Aeronautical Systems
Center, Wright-Patterson AFB, Ohio, is the contracting activity
(F33657-94/D-2000).
Lockheed Martin Corporation, Ft. Worth, Texas, is being
awarded an $85,562,406 firm fixed price contract to provide
continuous on- and off-site and on-call engineering services.
This is the Post-Production Sustainment effort in support of F-16
weapons system requirements otherwise known as the Falcon 2020
program for the U.S. Air Force, European Participating Air Force
(EPAF -Belgium, Denmark, Netherlands, Norway) and unclassified
FMS prior F-16 customers including Portugal, Venezuela and
others. Contract is expected to be completed February 2002.
Contract funds will not expire at the end of the current fiscal
year. There was one firm solicited and one proposal received.
Solicitation began April 1996; negotiations were completed
February 1997. This effort supports foreign military sales to
EPAF (see above) as well as Portugal and Venezuela. Ogden Air
Logistics Center, Hill AFB, Utah, is the contracting activity
