ARMY
Motorola, Incorporated, U.S. Federal Government Markets
Division, Hanover, Md., was awarded on March 28 a $11,101,625
firm fixed price contract. This is a Foreign Military Sale (FMS)
contract that will provide commercial-off-the shelf equipment,
components, and services to provide a Mission Support Trunked
Radio System for the Saudi Arabian National Guard Special
Battalion in the Central and Western provinces of Saudi Arabia.
The effort will include installation and maintenance support
services. Work will be performed in various CONUS and OCONUS
locations and is expected to be completed by March 31, 2000.
This is a sole source contract initiated on November 18, 1996.
The contracting activity is the C4IEW Acquisition Center, Ft.
Monmouth, N.J. (DAAB07-97-C-L502).
O'Gara-Hess & Eisenhardt Armoring Co., Fairfield, Ohio, is
being awarded a $26,280,000 firm fixed price contract for 360
each Up Armor, High Mobility Multi-purpose Wheeled Vehicles.
Work will be performed in Fairfield, Ohio, and is expected to be
completed by August 31, 1998. This is a sole source contract
initiated on January 23, 1997. The contracting activity is the
Tank Automotive Command, Warren, Mich.(DAAE07-94-C-0406).
Oshkosh Truck Corporation, Oshkosh, Wisc., is being awarded
a $43,309,325.13 firm-fixed price contract for 172 HEMTT (Heavy
Expanded Mobility Tactical Truck) vehicles - 68 M978's, 16
M983's, and 88 M984's. Work will be performed in Oshkosh, Wisc.
and is expected to be completed by July 31, 1998. This is a sole
source contract initiated on June 26, 1996. The contracting
activity is the Tank Automotive Command, Warren, Mich. (DAAE07-95-
C-X057).
Virtexco Corporation, Norfolk, Va., is being awarded a
$10,310,400 firm-fixed price contract for the Whole Neighborhood
Revitalization Phase III at Fort Monroe, Va. Work will be
performed at Fort Monroe, Va. and is expected to be completed May
15, 2001. There were 41 bids solicited on February 18, 1997 and
two bids were received. The contracting activity is the U.S.
Army Corps of Engineers, Norfolk District (DACA65-97-C-0048).

Lockheed Martin Electronics & Missiles, Orlando, Fla., is
being awarded a $1,360,454 firm-fixed price contract for Target
Acquisition Designation Sight/Pilot Night Vision Sensor Saudi
Arabia Services. Work will be performed in Orlando, Fla. and is
expected to be completed March 31, 1999. This is a sole source
contract initiated December 19, 1996. The contracting activity
is the Army Aviation and Troop Command, St. Louis, Mo. (DAAJ09-95-
G-0004).
DEFENSE LOGISTICS AGENCY
Federal Express Corporation, Memphis, Tenn., is being
awarded an estimated $5,796,203 indefinite quantity
contract for Contractor Owned Contractor Operated Premium Service
Facility. Nine proposals were solicited and two were
received. Work is expected to be completed by March
31, 1998. Funds will not expire at the end of the fiscal year.
The Defense Supply Center Richmond, Richmond, Va.,
is the contracting activity (SP0410-97-D-0002).
AIR FORCE
American Renovation and Construction Co., San Diego, Calif.,
was awarded on March 28, a $5,734,677 firm fixed price contract
to provide for renovation of 44 units of military family housing
at Malmstrom AFB, Mont. The work will be performed at Malmstrom
AFB, Mont. Contract is expected to be completed November 1998.
Contract funds will not expire at the end of the current fiscal
year. There were 66 firms solicited and 4 proposals received.
Human Systems Center, Brooks AFB, Texas, is the contracting
activity (F41622-97/C-0019).
Templeton Construction Co., San Angelo, Texas, was awarded
on March 28, a $7,109,900 firm fixed price contract to provide
for renovation and reconfiguration of dormitories in buildings
241, 242, and 356, at Goodfellow AFB, Texas. Contract is
expected to be completed November 1999. Contract funds will not
expire at the end of the current fiscal year. There were 39
firms solicited and 3 proposals received. Solicitation began
January 1997; negotiations were completed March 1997. Air
Education and Training Command, Randolph AFB, Texas, is the
contracting activity (F41614-97/C-0005).
CONSPECO, Inc., Phoenix, Ariz., is being awarded a
$6,502,423 firm fixed price contract to provide for renovation
and reconfiguration of dormitories in Buildings 634-637, at Luke
AFB, Ariz. The work will be performed at Luke AFB, Ariz.
Contract is expected to be completed March 2000. Contract funds
will not expire at the end of the current fiscal year. There
were 67 firms solicited and 8 proposals received. Solicitation
began February 1997; negotiations were completed March 1997. Air
Education and Training Command, Randolph AFB, Texas, is the
contracting activity (F02604-97/C0006).
Sabreliner Corp., St. Louis, Mo., is being awarded a
$25,962,440 firm fixed price contract to provide for repair,
overhaul, modification, and associated management support for the
J-85 series of engines applicable to the F-5 and T-38 aircraft.
The work will be performed at
Sabreliner Corp., Neosho, Mo. Contract is expected to be
completed April 1997. Contract funds
will not expire at the end of the current fiscal year. There
were 21 firms solicited and 6 proposals received. Solicitation
began August 1996; negotiations were completed March 1997. This
effort supports foreign military sales to Bahrain, Brazil,
Greece, Indonesia, Kenya, Korea, Malaysia, Morocco, Norway, Saudi
Arabia, Singapore, Switzerland, Taiwan, Thailand, Turkey, and
Tunisia. San Antonio Air Logistics Center, Kelly AFB, Texas is
the contracting activity (F4160897/D-0445).
NAVY
General Electric Co., GE Aircraft Engines, Lynn, Mass., is
being awarded a $118,120,093 modification to previously awarded
contract N00019-95-C-0132 to exercise an option for 36 F404-GE-
402 engines and various modules for the Government of Finland,
and 18 F404-GE-402 engines and various modules for the Government
of Thailand under the Foreign Military Sales (FMS) Program. Work
will be performed in Linnavuori, Finland (66%), and Lynn, Mass.
(34%), and is expected to be completed by August 1999. Contract
funds would not have expired at the end of the current fiscal
year. The Naval Air Systems Command, Arlington, Va., is the
contracting activity.
Sanders, a Lockheed Martin Co., Nashua, N.H., is being
awarded a $7,067,030 modification to previously awarded contract
N00019-96-C-0005 to exercise an option for the engineering and
manufacturing development (E&MD) of the Integrated Defensive
Electronic Countermeasures (IDECM) Radio Frequency
Countermeasures (RFCM). Included in this modification is the
procurement of five technique generators, 150 fiber optic towed
decoys, 100 mass models for the U.S. Navy and ongoing E&MD
support for the U.S. Air Force F-15 and B-1B aircraft. Work will
be performed in Nashua, N.H. (50%), and Clifton, N.J. (50%), and
is expected to be completed by December 2000. Contract funds
would not have expired at the end of the current fiscal year.

Lockheed Martin Federal Systems, Manassas, Va., is being
awarded a $33,775,104 modification to previously awarded contract
N00024-95-C-6535 for the Submarine Multi-Mission Team Trainer.
This modification brings the cumulative value of the entire
contract to $70,559,925. Work will be performed in Manassas,
Va., and is expected to be completed by November 1998. Contract
funds in the amount of $585,580 will expire at the end of the
current fiscal year. The Naval Sea Systems Command, Arlington,
Va., is the contracting activity.
TRW Systems Div., Systems Engineering Group, Fairfax, Va.,
is being awarded a $5,339,350 modification to previously awarded
contract N00024-91-C-6456 to exercise an option to provide
contractor support services for the Amphibious Warfare Program
Office. Work will be performed in Arlington, Va., and is expected
to be completed by September 1997.
Contract funds will not expire at the end of the current fiscal

International Technology Corp., Martinez, Calif., is being
awarded a $1,425,687 modification to previously awarded contract
N62474-93-D-2151 for environmental remedial action which provides
for construction of treatment systems for the East Side Aquifer
at Moffett Federal Airfield, Mountain View, Calif. The basic
total contract amount is not-to-exceed $200,000,000. Work will
be performed in Mountain View, Calif., and is expected to be
completed by September 1997. Contract funds will not expire at
the end of the current fiscal year. The Naval Facilities
Engineering Command, San Bruno, Calif., is the contracting
activity.
Turner Construction Co., Arlington, Va., is being awarded a
$23,286,000 firm-fixed-price contract for construction of a
Justice Training Facility at the Marine Corps Combat Development
Command, Quantico, Va. Work will be performed in Quantico, Va.,
and is expected to be completed by January 1999. Contract funds
will not expire at the end of the current fiscal year. This
contract was competitively procured with 31 proposals solicited
and nine offers received. The Engineering Field Activity
Chesapeake, Naval Facilities Engineering Command, Washington,
D.C., is the contracting activity (N62477-92-C-0193).
OHM Remediation Services Corp., Findlay, Ohio, is being
awarded a $1,074,978 modification to previously awarded contract
N68711-93-D-1459 for environmental remedial action to provide all
services, labor, equipment and materials required to perform
removal actions at four Various Group C Installation Restoration
Program sites at Marine Corps Base, Camp Pendleton, Oceanside,
Calif. The basic total contract amount is not-to-exceed
$250,000,000. Work will be performed in Oceanside, Calif., and
is expected to be completed by January 1998. Contract funds will
not expire at the end of the current fiscal year. The Naval
Facilities Engineering Command, Southwest Div., San Diego,
Calif., is the contracting activity.
Foster Wheeler Environmental Corp., Bellevue, Wash., is
being awarded a $1,365,997 modification to previously awarded
contract N44255-95-D-6030 for environmental remedial action to
provide all services, labor, equipment and materials required to
perform removal actions at Operable Unit 8, Submarine Base,
Bangor, Wash. The basic total contract amount is not-to-exceed
$300,000,000. Work will be performed in Bangor, Wash., and is
expected to be completed by March 1999. Contract funds will not
expire at the end of the current fiscal year. The Engineering
