Although were still contracting for too many
services and products the old-fashioned way, we are making inroads.
In March of 1998, DoD established the Joint Electronic Commerce
Program Office, or JECPO, to facilitate the implementation and acceleration of electronic
commerce. This, in turn, improves how DoD supports the Warfighter, and works with Industry
Trading Partners and Business Functions.
One of the cornerstones of this initiative is the Central
Contractor Registration or CCR where vendors can register one time to do business with DoD
simply by accessing an Internet-based central registry. The CCR has streamlined the
process of doing business with the government.
First, it presents "one-face" to industry. Before CCR, a vendor who wanted to do business across the Department would have to contact one of over 800 different contracting offices.
Second, it simplifies electronic payment procedures;
And third, it simplifies the collection of contractor data.
Currently, there are over 133,000 vendors registered in the CCR.
The other major innovation is the DoD Business Opportunities
Home Page, a single entry point for all DoD business opportunities. The Home Page
simplifies the process by:
Providing industry one-stop shopping for procurement opportunities without having to access multiple systems
and by including all associated documentsdrawings, specifications, military
standards, commercial item standardsneeded for estimates. This significantly reduces
the 30 day average it used to take.
Total
commitment to electronic business operations is saving millions of taxpayer dollars while
allowing DoD to buy products and services the way we should better, faster,
and cheaper.
