Improved Pay and Retirement BenefitsWe must improve military pay and retirement benefits to adequately compensate the dedicated service of our men and women in uniform.

January 1, 2000 - 4.4% across the boardPresident Clinton’s Fiscal Year 2000 budget request includes a three-part package of significant pay increases and retirement improvements. Beginning January 1, 2000, we will increase pay across the board by 4.4 percent.

2001-2005: 3.9% annuallyIn fiscal years 2001 through 2005, this pay increase will be 3.9 percent annually.

Targeted Pay RaisesTargeted pay raises will enable us to do a better job rewarding performance, compensate people for their skills, education and experience, and encourage them to continue their military service.

20-year Retirement Plan at 50% basic payToday, in this uncertain time of high demand and smaller forces, we’re committed to supporting a 20-year retirement plan providing 50 percent of basic pay to all service members.
