The combination of advanced technology and emerging threats such as political fanaticism, could pose unconventional threats to the U.S. homeland in the next century.

These threats, unimaginable only a decade ago, can no longer be ignored. Terrorist organizations seek to enhance their ability to attack American cities with biological and chemical weapons. Individuals aim to assault our computer networks and critical infrastructure such as power facilities. Rogue regimes continue to pursue development of missiles capable of striking U.S. soil.
