Performance
DEFENSE AGENCY PERFORMANCE CONTRACTS
Background:
Defense Reform Initiative Directive (DRID) #23 provides
guidance for the establishment of annual performance contracts between the Directors of
designated Defense Agencies and DoD Field Activities, the Principal Staff Assistants
responsible for the respective Agencies or Activities and the Office of the Secretary of
Defense. Pursuant to this directive Defense Agencies, prepare annual performance contracts
for review by the Defense Management Council (DMC).
The Defense Agency Task Force has oversight responsibility
for performance contracts, and they provide guidance on the performance contract process.
This task force also provides recommendations to the Defense Management Council regarding
the contracts and performance results.
Status:
To date, nine DoD organizations have developed annual performance contracts that outline
their performance requirements and initiatives. Performance contracts are improved each
year and lessons learned are incorporated as the contracts are updated.
Performance contracts are posted on the Defense Agency Task
Force web site at www.ra.pae.osd.mil/datf.
Also, the task force in conjunction with the Defense Resources Management Institute in
Monterey, California, offers a course of instruction on developing performance contracts.
Next Steps:
Beginning in fiscal year 2001 all organizations required to develop performance contracts
will submit them to Program Assessment and Evaluation (PA&E) along with their Program
Objective Memorandum (POM).
