In an effort to enhance the operational efficiency and effectiveness
of our facilities, the Department of Defense would like to make unused
and underused non-excess property available to the private sector.
D-o-D has executed a modest number of out-leases that generate an
annual income of $25 million.
This includes $15 million in cash and $10 million in in-kind services,
such as;
Improvement, maintenance, repair, protection, and environmental restoration.
The Department believes that more out-leasing can substantially improve
our property management. Furthermore, the income we generate - combined
with the savings from base realignment and closure - can be reallocated
for more critical uses.
This past year, D-o-D was successful in obtaining special legislation
giving the Department broad authority to accommodate more ambitious
proposals at Ford Island, Hawaii, and Brooks Air Force Base, Texas.
In 2000, D-o-D will submit additional out-leasing legislation. With
this legislation, we hope to expand the types of in-kind services
to include construction.
We also hope to change the way cash proceeds are treated in our budget
and to allow these proceeds to be spent on a greater array of facility-related
requirements, such as construction.
