SUBJECT: Department of Defense Reform Initiative Directive #29: Joint Activities Study
The Defense Reform Initiative (DRI) announced the transfer of selected Chairman of the Joint Chiefs of Staff (CJCS) controlled activities to the CINCs. During the review that precipitated the realignment, several activities were identified as "joint" with respect to their mission and/or title, but were not directly controlled by the CJCS. The following "joint" activities were identified as controlled by OSD or a Service as Executive Agent, under OSD Charter:
- Joint Suppression of Enemy Air Defenses
- Joint Combat Search and Rescue
- Joint Warfighters
- Joint Services Survival, Evasion, Resistance, and Escape Agency
- Joint Combat Rescue Agency
I have asked the Joint Staff, in coordination with OSD and the Services, to lead a study to evaluate whether these activities can also be transferred to the CINCs. The study will focus on the activities noted above but will be expanded to cover additional activities, if they meet the study criteria.
Each Defense Management Council (DMC) member will identify an individual to participate on this team to the Joint Staff point of contact, Colonel John Smith at 697-7625, by March 3, 1998. The recommendations of this group will be provided by April 13, 1998.
