Subject: Department of Defense Reform Initiative Directive #3 - Defense Technical Information Center
Effective immediately, the Director, Defense Information Systems Agency is assigned authority to provide supervision and management control of the Defense Technical Information Center. The operational responsibilities, functions, and resources currently associated with these authorities are hereby transferred from the cognizance of the Director of Defense Research and Engineering and the Director, Defense Logistics Agency, to the Director, Defense Information Svstems Agency.
Consistent with the responsibilities of the Director of Defense Research and Engineering to plan, organize, and certify the Department of Defense Science and Technology Program, the Director, Defense Information Systems Agency, will coordinate with the Director of Defense Research and Engineering on issues of science and technology information policy.
The Director of Administration and Management, in coordination with the Under Secretary of Defense (Acquisition & Technology), is directed to develop for my review and approval by December 1, 1997, a plan for transfer of the associated resources as required for the orderly and expeditious implementation of this memorandum. The Director of Administration and Management shall also revise DoD Directives and other issuances as required to reflect these changes in the DoD Directive System; oversee the transfer of resources; and ensure that all appropriate personnel actions are accomplished.
The Director, Defense Information Systems Agency is directed to conduct a formal study to determine whether additional efficiency improvements may be realized by opening functions currently performed by the Defense Technical Information Center to competition with the private sector.
I request the Under Secretary of Defense (Acquisition & Technology) to effect an orderly transition, including issuing such instructions to affected personnel as may be necessary.
