SUBJECT: Department of Defense Reform Initiative Directive #31 - Realignment of DoD Spectrum Management Responsibilities

My memorandum of December 22, 1997, directed the Joint Staff to submit a proposal to realign duties and responsibilities in the spectrum management area currently being performed throughout the Department. Based on the results of the Joint Staff proposal and to ensure that the Department successfully manages and uses the electromagnetic spectrum in an effective and efficient manner, I direct:

The organizational relationships described above are effective immediately. The physical co-location and personnel actions shall be accomplished by September 30, 1998.

The Director, Administration and Management and OASD (C3I) will develop and revise those issuances required to reflect these changes and ensure the appropriate personnel actions and any required Congressional notifications are accomplished.

The OASD (C3I), in coordination with DISA, the and the Joint Staff, and OSD (Comptroller), shall submit a plan regarding how the actions in this directive are to be funded within 10 days of signature of this directive.to be funded by March 30, 1998. The plan should identify incremental costs for all years and funding resources for both FY 1998 and FY 1999. It should also identify the baseline resources to be realigned from FY 1998 through FY 2004. In addition, the plan should address leasing and funding arrangements for the co-location of the offices.
