SUBJECT: Department of Defense Reform Initiative Directive # 40 - Redesignation of the Defense Security Assistance Agency as the Defense Security Cooperation Agency

     The Defense Reform Initiative transfers responsibility for program management of humanitarian assistance and demining, armaments cooperation, export loan guarantees, and foreign comparative testing functions, along with their associated personnel and resources, to the Defense Security Assistance Agency (DSAA). The acquisition of these functions considerably expands DSAA's traditional security assistance missions.

     Effective October 1, 1998, DSAA shall be redesignated the Defense Security Cooperation Agency (DSCA) to better reflect the Agency's diverse functions to other Federal Agencies, the private sector, and foreign governments. The Director of Administration and Management shall ensure the name change is incorporated into appropriate DoD Directives and other issuances in the DoD Directive System.
