SUBJECT:      Department of Defense Reform Initiative Directive #6 - Appointment of the Team to Create the Defense Threat Reduction and Treaty Compliance Agency

   The Defense Reform Initiative calls for the merger of the activities of a number of current organizations into a new Defense Threat Reduction and Treaty Compliance Agency (DTR&TCA) under the overall supervision of the Under Secretary of Defense for Acquisition and Technology. This new agency will carry out programs to counter proliferation and reduce threats posed by weapons of mass destruction and provide nuclear weapon stockpile and related support. The current organizations that would form this new agency are:

     It is important that this new agency be structured and organized to optimize the appropriate missions and relationships. I have asked Larry Lynn, the Director of the Defense Advanced Research Projects Agency (DARPA), to develop a blueprint for implementing the merger. The blueprint will provide details on the direction, mission, priorities and structure of DTR&TRA. The blueprint will also address key organizational issues, such as reporting chain, relationship of the new agency to the Under Secretary of Defense for Policy, legislative and Executive level changes required, office restructuring, and relocation where required. This blueprint will be completed by January 31, 1998.

     While Mr. Lynn is on this special assignment, Dr. Lee Buchanan will be the Acting Director of DARPA, so that Mr. Lynn can devote his full time to this important matter. Colonels Dan McCorry and Jim Etchechury will work closely with and support Mr. Lynn.

     I am directing Mr. Lynn and his team to consult closely with the Under Secretary of Defense for Policy, as well as the Under Secretary of Defense for Acquisition and Technology and other interested parties, in developing the DTR&TRA blueprint. I also am directing that all involved persons give this team their full cooperation and support.
