| SUBJECT: | Management Reform Memorandum #1 - Implementation and Expansion of Infrastructure Savings Identified in the Quadrennial Defense Review (QDR) |
Secretary Cohen has expressed his support for the infrastructure reductions proposed in the QDR. However, he believes that additional efforts must be made to streamline the Department's support and has established a special Task Force on Defense Reform for this purpose. It will report to him and the Deputy Secretary through my office.
Recommendations for additional infrastructure savings identified by the Task Force on Defense Reform will be fully vetted and considered this fall during the program and budget review process. The final report of the task force, along with recommendations not acted upon during the program review, will be completed by November 1, 1997.
