| SUBJECT: | Management Reform Memorandum #6 -- Streamlining and Simplifying Member-arranged Movement of Household goods |
The Department's current system for moving household goods is burdened by excessive regulation and plagued by poor performance. The Department's current regulations and procedures for member-arranged movement of household goods contain considerable impediments. Removing those impediments would lower overall costs to the government and dramatically improve service-member quality of life.
In conjunction with the Secretary's efforts to undertake a revolution in business practices, I am asking the Commander-in-Chief of the U.S. Transportation Command, in conjunction with the Assistant Deputy Under Secretary (Transportation Policy), to develop and implement a plan that would streamline and simplify policies and procedures for the management of member-arranged movement of household goods by service personnel. The plan should include business process changes that could be implemented immediately, as well as any long-term changes that may require legislation.
I have asked that this plan be submitted to the Secretary by July 1. Your cooperation in supporting the development of this coordinated plan will be appreciated.
In approximately two weeks from the date of this memorandum, I will ask the Assistant Deputy Under Secretary (Transportation Policy) to arrange a meeting for me with all interested parties to determine how this effort is proceeding.
