| SUBJECT: | Management Reform Memorandum #8 -- Disposal of Excess and/or Obsolete Structures |
The Secretary of Defense has directed that we undertake a revolution in business practices in conjunction with the Quadrennial Defense Review. He has noted the persistent reports from installation commanders that they continue to maintain excess and/or obsolete structures because of the lack of funds needed to demolish or dispose of these structures.
I am asking the Acting Under Secretary of Defense for Acquisition and Technology to undertake a survey in the next 90 days of all installations to develop a disposal list of excess structures. That list shall include all structures that are now or will be excess by January 1, 2000, along with a plan for their demolition or disposal by that date.
Your cooperation in supporting the development of this coordinated plan will be appreciated.
In approximately two weeks from the date of this memorandum, I will have my secretary arrange a meeting with the USD(A&T) to obtain a status on how this effort is proceeding.
