MR. STAN Z. SOLOWAY
Deputy Under Secretary of Defense (Acquisition
Reform)
and
Director for Defense Reform Initiative
Mr. Stan Z. Soloway joined the Office of the Under Secretary
of Defense for Acquisition and Technology in March 1998 and was formally appointed as the
Deputy Under Secretary of Defense for Acquisition Reform on April 13, 1998. On March 23,
1999, Mr. Soloway was appointed to the additional position of Director, Defense Reform and
given overall responsibility for the Defense Reform Initiative. Prior to joining the
Department of Defense he was a public affairs and public policy consultant for 20 years.
During that time he provided policy and political guidance to a wide range of companies
and associations.
Mr. Soloway's particular expertise includes government
contracting, acquisition policies, and outsourcing/privatization issues. For the seven
years prior to joining the Department of Defense, Mr. Soloway assisted the Contract
Services Association of America (CSA) in overseeing the association's public affairs and
public policy activities. In that capacity, he worked closely with the association's
Legislative, Procurement and Political Action Committees on a broad array of issues of
concern to the CSA membership. He represented CSA on key coalitions and initiatives
focused on Government reform, acquisition reform and general procurement issues. Mr.
Soloway was a founding member of the Acquisition Reform Working Group (ARWG) and a member
of the Operating Committee of the Council of Defense and Space Industry Associations
(CODSIA). As a founder of the Government Competition Coalition, and as Chairman of the
Industry Depot Coalition, Mr. Soloway also worked extensively on privatization and
outsourcing issues. He also worked closely with the CSA President and the CSA Executive
Committee on long range strategic planning matters.
In the course of his career, Mr. Soloway has worked closely
with the Office of Management and Budget, Office of Federal Procurement Policy and a
number of federal agencies, including the Department of Defense and the General Services
Administration. In addition, he has worked with a broad cross-section of the Congress,
including the committees of jurisdiction for defense and procurement. Major acquisition
reform initiatives that Mr. Soloway has been active in include the Federal Acquisition
Streamlining Act, the Clinger-Cohen Act, the rewrite of FAR Part 15, contract bundling,
the Service Contract Act, OMB Circular A-76, and the full range of issues related to
outsourcing and privatization.
In addition to his work with CSA, Mr. Soloway assisted
various individual companies on policy matters, market and contract issues. He has also
been a frequent guest speaker on outsourcing and procurement issues. Events he has
addressed include the 1997 DoD Procurement Conference, the 1997 Federal Bar Association
Western Briefing Conference, various Defense Week conferences, the U.S. Air Force Academy
Conference on the Future of DoD and the Defense Industrial Base (1997), the Bureau of
National Affairs/George Washington University Annual Procurement Policy Conference and,
the Irish Trade Board conference on "Doing Business With The U.S. Government"
(Dublin, 1995).
Mr. Soloway graduated from Denison University with a Bachelor
of Arts degree in Political Science, where he was elected to the National Men's
Leadership, National Journalism, and National Political Science honorary societies. |
