President Clinton Authorizes Reserve Call-up

WASHINGTON, Dec. 13, 1995 – Twenty-three Army Reserve units have received mobilization orders for operation Joint Endeavor, DoD officials announced today.

Eleven Army Reserve units in Germany and Italy are mobilizing, and 12 stateside Army Reserve and Army National Guard units have gotten orders. They will begin moving Dec. 14, 1995, to Fort Dix, N.J., and Fort Benning, Ga., for training prior to deployment overseas, DoD officials said.

President Clinton signed the executive order Dec. 8, 1995, authorizing the callup of selected members of the National Guard and Reserve in support of Operation Joint Endeavor.

The order, exercising the Presidential Selected Reserve Callup Authority, allows Defense Secretary William J. Perry to call previously notified selected reserve units to active duty for possible participation in the NATO peace implementation force. The order also covers individuals and volunteers needed in support of the operation.

Perry delegated to the military departments the authority to order to active duty selected reserve units and individuals for a period of up to 270 days. The secretary also specified the numbers each service may call from the reserve components to meet their respective needs.

Those numbers, totaling 3,800, include 3,388 Army National Guard and Reserve members, 171 Naval Reservists, 100 Marine Corps Reservists, and 141 Air National Guard or Air Force Reserve members.

Only the Army projects the need for an involuntary callup, according to Deborah Lee, assistant secretary of defense for reserve affairs. The other services believe they can meet their needs solely through volunteers, she said.

Units previously notified for possible activation will continue ingarrison training and take care of personal matters in preparation for callup.

The following reserve component units have been notified for training and possible participation. Those marked with an asterisk received mobilization orders as of December 11.
