WASHINGTON, Jan. 28, 2002 – Pentagon spokeswoman Torie Clarke today gave a brief snapshot preview of the president's 2003 defense budget.

The president is slated to outline the budget request Jan. 29 during his State of the Union request to Congress. Clarke said the new defense budget focuses on three things important to building the 21st century military.

First, the nation's defense leaders intend to do everything possible to recruit and retain the best people possible, she said. This means providing the best pay and benefits and the right kind of training and equipment.

"Secondly," she said, "you're going to see a focus on transforming the military -- an overworked and misunderstood phrase, but it's about figuring out how to organize ourselves, how to equip ourselves, how to prepare ourselves for the variety of asymmetrical threats we'll face."

Reforming the way the Pentagon does business is the third focus. "We've got to do a better job of using the taxpayers' hard-earned dollars, and we will," Clarke concluded.
