Stan Z. Soloway was recently appointed as the deputy under secretary of Defense for Acquisition Reform. Soloway replaces Donna Richbourg who served as acting deputy under secretary of Defense for Acqusition Reform following the departure of Colleen Preston in January 1997. Richbourg now assumes the position as principal assistant deputy under secretary of Defense for Acquisition Reform.
Prior to joining the Department, Soloway assisted the Contract Services Association of America in overseeing the associations public affairs and public policy activities. He has also worked extensively with the Office of Management and Budget, Office of Federal Procurement Policy, General Services Administration, and the Congress. He was heavily involved in a number of federal acquisition reform iniatives such as the Federal Acquisition Streamlining Act, the Clinger-Cohen Act, and the rewrite of Federal Acquisition Regulation, Part 15.
Soloway is a 1975 graduate of Denison University, Granville, Ohio with a bachelor's degree in Political Science.
