Brig. Gen. (select) Robert P. Otto, assistant deputy director, global operations, J-39, Joint Staff, Pentagon, Washington, D.C., to deputy director, intelligence and air, space, and information operations for flying training, Headquarters Air Education and Training Command, Randolph Air Force Base, Texas.
