Brig. Gen. Mark A. Barrett, inspector general, Headquarters Air Combat Command, Langley Air Force Base, Va., to deputy chief of staff, strategic plans and policy, North Atlantic Treaty Organization, Allied Command Transformation (Norfolk), Norfolk, Va.
Col. Jay B. Silveria, who has been selected for the rank of brigadier general, commander, 48th Fighter Wing, U.S. Air Forces in Europe, Royal Air Force Lakenheath, U.K., to inspector general, Headquarters Air Combat Command, Langley Air Force Base, Va.
