Brig. Gen. Marshall B. Webb, assistant commander, support, Joint Special Operations Command, U.S. Special Operations Command, Fort Bragg, N.C., to director, plans, programs, requirements, and assessments, Headquarters Air Force Special Operations Command, Hurlburt Field, Fla.
