Maj. Gen. David W. Allvin, commander, 618th Air and Space Operations Center (Tanker Airlift Control Center), Air Mobility Command, Scott Air Force Base, Ill., to director, strategic planning, deputy chief of staff, strategic plans and programs, Headquarters U.S. Air Force, Pentagon, Washington, D.C.
Brig. Gen James N. Post III, who has been selected for the rank of major general, deputy director, operations, plans and policy, Headquarters Pacific Air Forces, Joint Base Pearl Harbor-Hickam, Hawaii, to director of operations, Headquarters Air Combat Command, Joint Base Langley-Eustis, Va.
Col. Paul D. Nelson, who has been selected for the rank of brigadier general, vice commander, Air Force Intelligence, Surveillance and Reconnaissance Agency, Fort George G. Meade, Md., to deputy to the deputy chief of staff for intelligence, Headquarters International Security Assistance Force and deputy director, operations and support, J2, U.S. Forces-Afghanistan, U.S. Central Command, Kabul, Afghanistan.
