NEW DIRECTOR OF DFAS ANNOUNCED

Deputy Secretary of Defense John J. Hamre has selected Gary W. Amlin as director of the Defense Finance and Accounting Service. Amlin has served as the agency's acting director since July 1997, when the former director, Richard F. Keevey, accepted an appointment at the Department of Housing and Urban Development.

As the DFAS director, Amlin oversees the day-to-day accounting and finance activities of the Defense Department. DFAS employs about 22,000 civilians and 2,000 military personnel at five major centers and 19 operating locations throughout the United States and in the Pacific. The agency processes 8.8 million payments to DoD personnel and 2 million commercial invoices, paying out $22 billion a month. DFAS handles accounts for worldwide operations and multidisciplined appropriations of DoD. These financial resources are well in excess of $1 trillion.

Amlin has more than 30 years of government financial management experience, developing accounting and finance principles, standards, policy and procedures. From 1993 to 1997, Amlin served as the deputy director of DFAS, and from 1991 to 1993, he served as the deputy director for Finance, DFAS. From 1988 to 1991, Amlin served as the deputy for Financial Policy and Banking and deputy assistant secretary of the Air Force for Accounting, Finance, and Banking, office of the assistant secretary of the Air Force (Financial Management and Comptroller). He also spent three years, 1985 to 1988, as the director for Accounting Policy and systems director within the office of the assistant secretary of Defense (Comptroller).

Amlin has been awarded the 1997 Presidential Rank Award for Distinguished Service, the 1994 Secretary of Defense Medal for Meritorious Civilian Service, and the 1992 Presidential Rank Award, Meritorious Executive.

The new director received a bachelor's degree in accounting from Georgetown College in 1965 and a master's degree in business administration from Xavier University in 1973. He is a certified public accountant and certified cost analyst, and an active member of several professional societies, including the American Institute of Certified Public Accountants, American Society of Military Comptrollers, the Association of Government Accountants, and the Senior Executive Association.
