STATEMENT BY UNDER SECRETARY OF DEFENSE FOR PERSONNEL AND READINESS RUDY DE LEON

"During 1997 and 1998, the Department of Defense conducted an extensive review of the military Services' implementation of the homosexual conduct policy required by the 1994 federal statute. The review concluded that, for the most part, the policy has been properly applied and enforced. The report of that review, including pertinent statistics, was published in April 1998. The Department is committed to ensuring the fair and even-handed implementation of the policy.

"The fiscal year 1998 separations from the military under the policy align with those of previous years. About 87 percent of the fiscal year 1998 separations were based upon statements by servicemembers, an increase of about four percent compared to the percent of statement cases in fiscal year 1997. The total number of fiscal year 1998 discharges under the policy was less than one-tenth of one percent of the total strength of the active duty force."
