Secretary of Defense William S. Cohen will speak at the 1999 Office of the Secretary of Defense/Service Community Conference set for March 22-25, 1999, at the Hyatt Regency Crystal City, Arlington, Va. Cohen's remarks are scheduled to begin at 1:30 p.m. (EST) on Monday, March 22, in the Regency Ballroom of the Hyatt and are open for media coverage.
"Recognizing a Decade of Community Redevelopment" is the theme for this year's meeting where more than 800 officials from base realignment and closure (BRAC) communities and all the military departments will gather to share information about common issues, successes and challenges they have experienced since BRAC began in 1988. This is the second year that the Services have joined together for a single conference and the first time it has been held in the Washington, D. C. area.
The first day of the conference is planned as Joint Service Day and will start with a kick-off speech at the opening session by Secretary of the Army Louis Caldera at 8:30 a.m. (EST). The rest of the day will include concurrent workshops on economic development, financing redevelopment, environment, marketing, utilities and the use of master developers in implementing base reuse plans. The second day of the conference will be dedicated to the individual Services. On that day the Army, Navy and Air Force have scheduled sessions to address individual Service issues and topics. The remainder of the conference will consist of internal reviews and meetings.
