Secretary of Defense William S. Cohen has announced the recipients of the Secretary of Defense Team Excellence Award. The award recognizes the contribution of teams that displayed a disciplined approach to problem solving that led to improved performance for their organization.

Eight organizations from the military departments and joint activities received the award this year. They are:


Joint Intelligence Center-Transportation Team, U. S. Transportation Command, Scott Air Force Base, Ill. - Boosted productivity in intelligence reporting by reorganizing to better focus on available core competencies. Also trimmed its daily intelligence summary from 5,000-7,000 words to 500-700 words.

Eastern Pacific Threat Assessment-Campaign Plan Group, Joint Interagency Task Force West, Coast Guard Island, Alameda, Calif. - Improved drug interdiction success by increasing knowledge of targeted areas. Accomplished 10 major narcotics seizures or disruptions of drug trafficking operations over an 18-month period.


155mm XM297 Cannon Tube with Active Cooling Team, Benet Laboratories, Watervliet Arsenal, Watervliet, N. Y. - Improved the operation and safety of the Crusader artillery system's self-propelled howitzer by designing and developing a cannon tube with active cooling to reduce unsafe thermal effects.

Small Business Innovation Research (SBIR) "A" Team, Missile Defense and Space Technology Center, Huntsville, Ala. - Reduced the time to award contracts under the SBIR program; cut Phase I time from six months to two months.


The Set-Aside Program Team, Commander, Naval Base, Norfolk, Va. - Lowered housing costs to military families by a partnership with 47 private property management firms. Landlords reduced rent, suspended security deposits and application fees in return for a signed one-year lease.

Nuclear Ship Inactivation and Disposal Team, Commander, Puget Sound Naval Shipyard, Bremerton, Wash. - Enhanced safety and reduced program costs in disposal of nuclear powered submarines and surface ships at the end of their life cycle. The team also shared its unique process improvements with defense officials in England and Russia and with U. S. corporations involved with ship recycling.


Dyess Express Quality Improvement Team, 7th Bomb Wing, Dyess Air Force Bases, Texas - Increased aircraft availability by reducing the processing time and cost involved with handling spareparts, and achieved overall cost savings of 61 percent.

Fixed Price 2 Team, 45th Space Wing, Patrick Air Force Base, Fla. - Reduced spacelift launch costs and improved billing process. Billing time was cut from 18 months to less than one month.
