"Gen. Clark met with me, Gen. Shelton and the joint chiefs of staff to present a detailed assessment of the air campaign and NATO's plans for intensifying it.
"He is satisfied with the progress that NATO is making, as it inflicts more damage on Milosevic's military machine each day. He made it clear that NATO is winning and Milosevic is losing.
"He also reported on NATO's progress in updating last summer's assessment of options for using ground troops in Kosovo. As Secretary General Solana announced last month, NATO is reviewing these assessments in light of changed circumstances in Kosovo. Gen. Clark discussed the additional work necessary to complete these assessments and said that it will be finished in the near future.
"Gen. Clark made no request for the deployment of ground troops and no request for any change in NATO's policy."
