The Navy announced today the appointment of Richard Leach as auditor general of the Navy and Carroll Antoine as deputy auditor general of the Navy.
As auditor general, Leach will be responsible for the internal audit function of the Department of the Navy, which encompasses an $80 billion annual budget. Leach's responsibilities span the activities of 674,000 Navy and Marine Corps military personnel, and 215,000 civilian employees. Prior to being designated as acting auditor general of the Navy in July 1999, Leach was the director, Plans and Policy Directorate, with the Naval Audit Service. He was selected to the senior executive service in 1988.
As deputy auditor general, Antoine will serve as principal advisor to the auditor general and is responsible for the day-to-day management of all aspects of Naval Audit Service operations. Prior to his appointment, Antoine had been the assistant auditor general for financial management audits since Aug. 1999. He was selected to the senior executive service in July 1997.
