AFRICA CENTER FOR STRATEGIC STUDIES SET TO START SECOND LEADERSHIP SEMINAR

The Africa Center for Strategic Studies (ACSS) will hold its second seminar in Gaborone, Botswana from July 2 - 14, 2000. A total of 120 delegates from 50 African countries, six European nations, the United Nations, and several regional and non-government organizations are scheduled to attend.

Sixteen academics, practitioners and military officers from Africa, Europe and the United States will serve as discussion group leaders. Visiting dignitaries will include senior DoD, U.N., and African government officials.

The ACSS is a DoD-sponsored regional center for security studies. Its mission is to engage a mixed group of African civilian and military leaders in a practical academic program addressing civil-military relations, national and regional security strategy, and defense economics. The two-week leadership seminar is designed to focus on future African leaders currently serving as mid-level civilian managers or military officers at the colonel level.

This leadership seminar follows on the success of the center's November 1999 pilot effort held in Dakar, Senegal. The inaugural seminar addressed an audience of general officers and senior civilian policymakers and provided guidance and focus for subsequent events.

The DoD considers the ACSS to be a worthwhile investment in Africa's future. It is the only program of its kind aimed at a senior pan-African audience. ACSS seminars are developed and managed in partnership with African host governments.

The Government of Botswana is contributing staff and faculty, security teams, transportation elements, medical support and other key services to the July seminar.
