FLAG ANNOUNCEMENTS

Secretary of Defense Donald H. Rumsfeld announced today that the president has made the following nominations:

Naval Reserve Rear Adm. (lower half) Peter L. Andrus has been nominated for appointment to the rank of rear admiral. Andrus is currently serving as chief staff officer, N931R, Office of the Chief of Naval Operations, Washington, D.C. and deputy fleet surgeon, U.S. Pacific Fleet, Pearl Harbor, Hawaii.

Navy Rear Adm. (lower half) Robert E. Cowley III has been nominated for appointment to the rank of rear admiral. Cowley is currently serving as deputy for Acquisition and Business Management, Office of the Assistant Secretary of the Navy for Research, Development, and Acquisition, Washington, D.C.

Navy Rear Adm. (lower half) Michael K. Loose has been nominated for appointment to the rank of rear admiral. Loose is currently serving as commander, Atlantic Division, Naval Facilities Engineering Command, Norfolk, Va.

Navy Rear Adm. (lower half) Steven W. Maas has been nominated for appointment to the rank of rear admiral. Maas is currently serving as director, Logistics and Fleet Supply Officer, N41, U.S. Atlantic Fleet, Norfolk, Va.

Naval Reserve Rear Adm. (lower half) James M. McGarrah has been nominated for appointment to the rank of rear admiral. McGarrah is currently serving as commander, Engineering Field Activity, and deputy commander, Second Naval Construction Brigade, Norfolk, Va.

Navy Rear Adm. (lower half) Robert L. Phillips has been nominated for appointment to the rank of rear admiral. Phillips is currently serving as vice commander, Naval Facilities Engineering Command, Washington, D.C.

Naval Reserve Rear Adm. (lower half) Fenton F. Priest III has been nominated for appointment to the rank of rear admiral. Priest is currently serving as assistant to the director, Defense Logistics Agency, Defense Logistics Support Command, Fort Belvoir, Va.
