Assistant Secretary of Defense for Command, Control, Communications and
Intelligence (C3I) Emmett Paige Jr. presented the first annual H. Mark Grove
Award for excellence in software management today to Dr. Raghu Singh of the U.
S. Navy's Space and Naval Warfare Systems Command (SPAWAR).
Dr. Singh, senior manager for software and systems engineering at SPAWAR, was
recognized for his work in military software development and documentation
standards. His work simplified the software dvelopment process, reduced
documentation costs and improved user involvement in software development.
In presenting the award, Assistant Secretary Paige said, " His efforts placed a
system of software standardization onto the world stage that had not previously
been seen."
The H. Mark Grove Award is named for the late DoD senior policy official
responsible for embedded computer resources. This award recognizes significant
contributions in the development, maintenance and delivery to the warfighter of
large-scale software intensive systems.
