General Officer Announcement
Secretary of Defense Donald H. Rumsfeld announced today that the president has nominated Army National Guard Col. Frank R. Carlini for appointment to the rank of brigadier general. Carlini is currently serving as the chief of staff, Headquarters State Area Command, N.J., Army National Guard, Fort Dix, N.J.
