Secretary of Defense William Perry has appointed Holly Kinkade Hemphill of
Alexandria, Va. as chair of the Defense Advisory Committee on Women in the
Services (DACOWITS) beginning Jan. 1, 1996.
Hemphill was appointed to DACOWITS in 1994 and served on the Career
Opportunities Subcommittee. In 1995 she served on the Forces Development and
Utilization Subcommittee. She succeeds Sue Ann Tempero of Des Moines, Iowa, in
the non-salaried post.
A native of Shawnee, Okla., Hemphill received her undergraduate degree in
political science from the University of Oklahoma. She is also a graduate of
Georgetown University Law Center. Ms. Hemphill is a member of the District of
Columbia Bar, the Virginia State Bar, the California State Bar, the United
States Tax Court Bar, and the American Bar Association. She is an attorney
with the law firm of Groom and Nordberg in Washington, DC.
Her prior business and professional experience includes: Civilian Management
Intern with the Department of the Army; Staff Assistant for Civilian Personnel
Policy and Equal Opportunity in the Office of the Assistant Secretary of Army
(Manpower & Reserve Affairs); Director of the Army's Federal Women's Program;
Director of the Army's Office of Employment Policy and Grievance Review; and
Counsel to the Acting Chairman of the Federal Labor Relations Authority.
Hemphill also served for two years as Assistant to the Secretary General of the
Business and Industry Advisory Committee to the Organization for Economic
Cooperation and Development in Paris, France.
DACOWITS was established in 1951 by Secretary of Defense George C. Marshall.
The Committee is composed of 41 civilian members selected on the basis of their
achievements in the business, the professions, and civil or public service,
with due regard for the equitable distribution of fields of interest and
geographical location. The purpose of the Committee is to advise the Secretary
of Defense on policies and matters relating to women in the military
services.
