Flag Officer Announcement
Secretary of Defense Donald H. Rumsfeld announced today that the President has nominated Navy Rear Adm. (lower half) Andrew M. Singer for appointment to the grade of rear admiral. Singer is currently serving as vice commander, Naval Network Warfare Command, Norfolk, Va.
