Secretary of Defense Donald H. Rumsfeld announced today that the President has nominated U.S. Army Reserve Brig. Gen. Ronald D. Silverman for promotion to the rank of major general. Silverman is currently serving as commander, 3d Medical Command, Decatur, Ga.
