Secretary of Defense Donald H. Rumsfeld announced today that the president has nominated Air Force Lt. Gen. Norton A. Schwartz for appointment to the rank of general with assignment as commander, United States Transportation Command, Scott AFB, Ill. Schwartz is currently serving as director, Joint Staff, Pentagon, Washington D.C.
