The Clinton Administration last week sent Congress proposed legislation to meetthe nation's needs for navigation, flood damage reduction and environmentalprotection. The Administration's proposal authorizes the Army Corps ofEngineers to proceed with the construction of 13 projects, and to make neededmodifications to eight existing ones. It also contains 32 general programprovisions.

"I believe that this package maintains the Clinton Administration's lead indefining the direction and focus of the nation's water resources program," saidAssistant Secretary of the Army for Civil Works H. Martin Lancaster. "Inaddition to authorizing important projects such as the Illinois Shorelineproject in the Chicago area, and improvements to projects authorized forEverglades restoration, we have included a number of provisions that allow usto use more effectively the available resources we have."

"The Administration also is proposing significant improvements in floodprotection for the Sacramento, Calif., area through stronger levees andprotective reservoir operations," Lancaster said. "The Administration'sapproach to Sacramento flood protection is affordable and capable of beingimplemented in a relatively short time, reflecting the need to protectSacramento while dealing with current budget constraints and the safety andenvironmental problems associated with other proposals."

The legislative package proposes increasing the non-federal share of the costof new structural flood damage reduction projects to 50 percent and requireslocal floodplain management planning and implementation. It further providesfor cost sharing on the construction of dredged material disposal facilitiesfor navigation projects. Provisions also are included that would authorize theArmy Corps of Engineers to undertake significant new initiatives forrestoration of the environment.
