Secretary of Defense Donald H. Rumsfeld announced today that the President has nominated Army Col. Chaplain Douglas L. Carver for appointment to the grade of brigadier general. Carver is currently serving as director of training, United States Army Chaplain Center and School, Fort Jackson, S.C.
