General Officer Announcement
Secretary of Defense Donald H. Rumsfeld announced today that the President has nominated Air Force Maj. Gen. Robert J. Elder, Jr., for appointment to the grade of lieutenant general with assignment as commander, Eighth Air Force, Air Combat Command, Barksdale Air Force Base, La., and joint functional component commander for Space and Global Strike, United States Strategic Command, Offutt Air Force Base, Neb. Elder is currently serving as commandant, Air War College, and vice commander, Air University, Air Education and Training Command, Maxwell Air Force Base, Ala.
