General Officer Announcement
Secretary of Defense Donald H. Rumsfeld announced today that the President has nominated Air Force Maj. Gen. James N. Soligan for appointment to the grade of lieutenant general with assignment as deputy chief of staff for transformation, Allied Command Transformation, Norfolk, Va. Soligan is currently serving as chief of staff, United States Joint Forces Command, Norfolk, Va.
