Brig. Gen. John F. Mulholland, Jr., commanding general, Army Special Forces Command (Airborne), Fort Bragg, N.C. to deputy commander, Joint Special Operations Command, Fort Bragg, N.C.
Brig. Gen. David A. Rubenstein, assistant surgeon general, Army Medical Command, Fort Sam Houston, Texas to commanding general, European Regional Medical Command/Lead Agent, Tricare Europe/command surgeon, Army Europe and Seventh Army, Germany
