Domestic cats are intelligent, affectionate, yet loftily independent pets. If abandoned by their owners, however, they become cunning scavengers and wily predators. They reproduce rapidly and form colonies that can present health and environmental problems. Military commanders and DoD officials are trying to deal humanely with cat overpopulation and are finding allies on and off base willing to help.
