he Joint Theater Missile Defense
Programs, provide direct support to many
separate programs and introduce greater
efficiency because they accomplish efforts
that otherwise would have to be achieved
separately by each program. These include
interoperability in Battle Management/Command,
Control, Communications and Intelligence
(BM/C3I), which is essential for joint TMD
operations. BMDO takes an aggressive lead
to establish an architecture that all the
Services can build upon that includes improving
early warning and dissemination, ensuring
communications interoperability, and upgrading
command and control centers. In addition
to BM/C3I, the other activities include
test and evaluation, modeling and simulation
support, Commander-In-Chief's (CINCs) TMD
Assessment program, the U.S.-Israeli Arrow
Deployability Project, and Cooperative Engagement
Capability (CEC) analysis. These are absolutely
critical to the success of the overall U.S.
Missile Defense system. They are the glue
that holds the architecture together and
will ensure that the whole is greater than
the sum of its parts.
