International Outstanding Public Service Award at 11:30 a.m. EDT at its 2nd annual “Speaks to America” luncheon at The McLean Hilton - Tysons Corner, Va.  Lynn will deliver the keynote address on “Achieving Effective Defense: Lean Budgets, Superior Forces.”

Chairman, Joint Chiefs of Staff Adm. Mike Mullen participates in a panel discussion with Gen. Ann Dunwoody and Vice Adm.
