Secretary of Defense Donald H. Rumsfeld and Acting Deputy Secretary of Defense Gordon Englandwill deliver remarks at the ceremony during which Adm. Vern Clark will be relieved as chief of naval operations by Adm. Mike Mullen. The ceremony will take place in Tecumseh Court, U.S. Naval Academy, Annapolis, Md. at 10 a.m. EDT. Marine Corps Maj. Gen. Stephen T.
