Secretary of Defense Donald H. Rumsfelddelivers remarks at a2 p.m. CDTchange of commandand retirement ceremony in honor of Gen. John W. Handy at the U.S. Transportation Command, Scott Air Force Base, Ill.

Acting Deputy Secretary of Defense Gordon England has no public or media events onhisschedule.

Lt. Gen. Joseph Inge, deputy commander of U.S. Northern Command, will brief live from Peterson Air Force Base, Colo., to discuss the status of the Defense Department's Hurricane Katrina relief effort. The news conference today will be broadcast into the DoD Briefing Studio, Pentagon 2E579 at 11 a.m. EDT. Journalists without a Pentagon building pass will be picked up at the North Parking Entrance only. Plan to arrive no later than 10:15 a.m.; have proof of affiliation and two forms of photo identification. Please call (703) 697-5131 for escort into the building.
